About the Position: Serves as the Facility Operations Specialist for an assigned US Army Corps of Engineers District. Directs, coordinates, and provides guidance on programs related to facility operations, energy conservation, facilities improvements, and operations and maintenance of facilities.
Duties
Serve as the principal coordinator between Logistics Management and the installation support for these areas for facility matters.
Conduct detailed inspections to determine structural deficiencies and ensure facilities are in compliance with regulations.
Oversee contractor employees to ensure contract requirements are met.
Meets with facility managers, Contracting Officer Representatives and Ordering Officers, and advises on required corrective action to facility related problems.
Prepare directives to implement policies, and ensures compliance with a wide range of regulatory, procedural and technical conditions in such areas as;
physical security, structural repairs, renovation, safety, utilities, landscaping and drainage.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Temporary Duty Travel (TDY) may be required up to 25% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes assisting with the direction of a facility management program including planning and directing a program for operation, maintenance, repair and improvement of facilities; determining facilities and maintenance requirements; inspecting facilities; monitoring contracts for conformance with project plans; and preparing cost estimates for requested work. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
