About the Position: This position is with the 9th Mission Support Command, Theater Support Group, Army Installation Management located at Fort Shafter Flats, Hawaii.

Duties

Oversee the work management services and preventative maintenance of buildings, grounds and utilities. Identify and resolve critical issues by utilizing a comprehensive knowledge of Public Works operating functions. Review work requests to ensure compliance with established regulations. Participate in the tracking of funding requirements and financial input into the system of record. Provide recommendations for the operational work management service planning for the Directorate of Public Works. Evaluate work requests for facilities and equipment by utilizing automated systems, such as General Fund Enterprise Business System (GFEBS) and Army Maintenance Application (ArMA). Provide advisory services to leadership concerning facility operations management. Execute multiple contracts worth millions of dollars with the responsibility of prioritizing resources. Evaluate program effectiveness through periodic inspection of operations and analysis of work records results. Participate in long range planning to include development of the 5-year plan and the Installation Master Plan. Coordinate with responsible operating officials to secure funding for projects. Represent the agency at meetings and conferences to establish organization priorities. Assign work to subordinates based on priorities, requirements of assignments and the capabilities of employees. Evaluate work performance of subordinates to identify training needs. Recommend changes to programs and procedures to improve performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirement To qualify for this position, you must meet a basic requirement in addition to the qualification requirement. The basic requirement for this position is: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Experience: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Minimum Qualifications In addition to meeting the basic requirement above, you must also meet the qualification requirements below: Specialized experience: One year of specialized experience which includes planning and directing a program for operation, maintenance, repair and improvement of facilities; determining operating and maintenance requirements; and utilizing automated systems to analyze data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Facilities ManagementFacilities Operations and MaintenanceFacilities Requirements Analysis and PlanningLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
