The primary purpose of this INVENTORY MANAGEMENT SPECIALIST, GS-2010-07 Target 11 position is to serve as a planner responsible for cradle to grave supply chain management and support to worldwide customers for an assigned complex/critical group of contract, inter-service, organic and dual repaired items and sub-components.
Duties
Perform work associated with the management of items, and preparation of data for accurate planning of budgetary estimates.
Validate Air Force repair requirements data, initiates repair, maintains documentation for repair actions.
Review customer requirements and direct worldwide DoD supply activities to optimize worldwide asset distribution.
Prepare presentations and reports for management relative to any aspect of assigned items or projects when required.

- PHYSICAL DEMANDS: Work is sedentary in nature and normally accomplished at a desk or modular furniture workstation in an office environment. Work requires attendance at meeting and in conference rooms.
- Some walking, standing and carrying of light objects may occur in the normal workday. No special physical effort is required to perform the work.
- WORK ENVIRONMENT: Work is primarily performed in an office like setting involving everyday risks or discomforts, which require normal safety precautions typical of an office environment. The work area is adequately lighted, heated, and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-07 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: Basic knowledge of supply chain management; principles, procedures, techniques, practices, concepts, policies, methods, and regulatory guidance sufficient to assist in conducting reviews and resolve difficult issues and problems in assigned area of responsibility; assist in conducting detailed analysis of complex items, functions and work processes.
OR EDUCATION: Applicant must have successfully completed one full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Thorough knowledge of supply chain management; principles, procedures, techniques, practices, concepts, policies, methods, and regulatory guidance sufficient to conduct independent reviews and resolve difficult issues and problems in assigned area of responsibility; skills in conducting detailed analysis of complex items, functions and work processes, considering a number of variables; ability to obtain, manage and deliver services for the repair of assets.
OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-09), or equivalent in other pay systems. Examples of specialized experience includes: advanced knowledge of supply chain management; principles, procedures, techniques, practices, concepts, policies, methods, and regulatory guidance sufficient to conduct independent reviews and resolve difficult issues and problems in assigned area of responsibility; skills in conducting detailed analysis of complex items, functions and work processes, considering a number of variables; ability to obtain, manage and deliver services for the repair of assets; ability to plan, organize, implement, and coordinate support requirements for systems, subsystems and other items required to meet program objectives. resolve difficult issues and problems in assigned area of responsibility. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of supply chain management principles, contract and organic repair procedures, and interservice procedures, techniques and practices to include sustainment procedures and the peculiarities of requirements development.
Knowledge of requirements, repair, disposal, distribution and spares leveling as well as logistics planning, programming and budgeting systems.
Knowledge of logistics processes, provisioning procedures and peculiarities of provisioning requirements development as well as tactical and strategic approaches to supply chain management.
Skill in applying specialized analytical methods and techniques to resolve difficult inventory management problems and issues.
Ability to analyze historical data, reported usage, trends, failure data, past and future program data and select the appropriate demand planning methods for assigned items.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
