This position is with the Alaska State Office, Assistant State Conservationist for Management and Strategy Organization (MSO) and serves as a Staff Support Specialist providing program support and performing assignments, projects and studies related to administrative business operations and programs with direct support to the ASTC Management & Strategy and the Business Services Specialist (BSS). Work requires knowledge of the appropriate business operation functional areas.

Duties

Maintains complete records of purchased items and reconciles all transactions in a timely manner to ensure that correct accounting codes are utilized. Develops computer spreadsheets, databases, and other software to monitor office operations. Conducts fleet planning by recording the organization’s component’s vehicles, and review reports on vehicle deployment, use, life cycle, and associated costs. Assists in the implementation of procedures designed to improve administrative effectiveness, automating, and streamlining procedures wherever possible to serve the best interests of the organization. Prepares correspondence, reports, forms, hard-copy and electronic filing; mail procedures; and security procedures.

Qualifications

If you are a current career or career-conditional Federal employee with NRCS who has a designated place of residence in the lower 48 continental United States or the District of Columbia (CONUS): the initial tour of duty in Alaska is for 3 years. An employee may elect to serve an additional 2-year tour with the approval of the Alaska State Conservationist. Guaranteed return rights are forfeited once management accepts an employee's request to extend his/her tour beyond the 5-year period. In addition to salary, compensation also includes a Cost of Living Allowance (COLA) of 1.69% (subject to change). COLA is not subject to Federal income tax & is not calculated as salary for retirement. This allowance is to offset the cost of goods and services, housing, transportation and miscellaneous expenses. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: Specialized Experience at the GS-09: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: Assisting in coordinating the administrative work of an organization. Developing computer spreadsheets, databases, and utilizing other software to monitor office operations. Recording purchased items in a log to reconcile procurement transactions. Assisting in the implementation of procedures designed to improve administrative effectiveness, automating, and streamlining procedures. OR EDUCATION: Must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in business administration, human resources, public administration or other directly related field that provided the knowledge, skills, and abilities necessary to do the work. (NOTE: You MUST submit supporting academic transcripts.) OR COMBINATION: Must have a combination of the specialized experience and graduate education described above that when combined totals 100 percent. First, determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of 1 year (18 semester hours) may be used to qualify applicants for the GS-09 level. (NOTE: You MUST submit supporting academic transcripts.) Specialized Experience at the GS-11: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Coordinating the administrative work of an organization. Training office staff in automated business operations and daily administrative services. Reconciling monthly or annual purchase items for an office. Implementing procedures designed to improve administrative effectiveness, automating, and streamlining procedures. (Your resume must CLEARLY demonstrate this experience) OR EDUCATION: Must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in business, accounting, finance, or other directly related field. (NOTE: You MUST submit supporting academic transcripts.) OR COMBINATION: Must possess a combination of specialized experience and graduate education that total 100% when combined. First, determine total qualifying experience as a percentage of the experience required in A above; then determine the education as a percentage of the education required in B above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for this grade.
