This position is located in the Farm Service Agency, Alaska State Office, Office of the State Executive Director Branch, located in Palmer, Matanuska-Susitna County, Alaska.
The selectee serves as staff advisor to the State Executive Director (SED) on a variety of issues that cross program and administrative lines.
Duties
Advises the SED in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office.
Also advises and assists District Directors on planning, targeting, allocating, and coordinating resources to achieve desired program results.
Analyzes the State's effectiveness in reaching and providing services to the targeted populations, identifies barriers to their access to programs administered by the State Office, and takes or recommends to the SED appropriate actions.
Coordinates, reviews, and monitors replies to written and verbal inquiries and independently initiates courses of action to resolve especially sensitive problems or those impacting beyond a single specialized program.
Plans, conducts or participates in meetings with individuals or groups to clarify and resolve misunderstandings, foster cooperation, and seek to alleviate objections to controversial program requirements.
Develops and maintains effective working relationships with representatives of state and federal agricultural agencies, farm organizations, agricultural colleges, and others involved or participating in FSA agricultural programs.
Provides leadership and coordination to the District Directors in implementing the agency's agriculture programs to county offices.
Supervises the Administrative staff. This includes both technical and administrative supervision to a staff of administrative personnel engaged in a variety of substantive administrative functions.
Requirements
- You must be a U.S. Citizen or US National.
- Males born after 12/31/59 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check. If selected you will be sent instruction on obtaining fingerprints. Please note we are not able to reimburse any fees incurred for fingerprints.
- Successful completion of a one-year probationary or trial period.
- One year supervisor/manager probationary period, unless previously served.
- CONFIDENTIAL FINANCIAL DISCLOSURE REPORT: If selected for this position you will be required to submit an Annual Financial Disclosure Report within 30 days of your initial appointment date, and annually thereafter.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date 09/04/2023 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-13 level:
At least one full-time year (12 months) of administrative experience equivalent to the GS-12 grade level of the Federal service or private sector that demonstrates experience involving directing, planning, administering, and reviewing administrative and/or agricultural programs. The experience demonstrates knowledge of the laws and regulations governing stabilization, conservation, agricultural credit, and/or administrative programs and of the particular applications of national policies and objectives at the State level; understanding of farming practices and customs in the United States, and of the economic needs of farm communities at the State level. In addition, experience includes developing and recommending detailed plans, goals, and objectives for the long-range implementation and administration of mission-oriented program(s).
