About the Position: This position is with the St. Paul District. The position determines operating, maintenance, improvement, and resource requirements for the Maintenance functions of the Mississippi River Project Office. It serves as Maintenance and Repair Chief within the Mississippi River Project Office, Operations Division.
Duties
Performs the full range of supervisory and management functions over Section personnel to ensure an efficient and effective operation. Assigns work through subordinate supervisors, reviews and approves work, and evaluates performance.
Identifies training needs, develops training programs for individual categories of jobs in coordination with other Section Chiefs.
Advises and provides constructive feedback to Mississippi River Project Office Chief on developmental needs based on updates or changes to maintenance and repair processes and procedures.
Plans, schedules, coordinates, and directs major maintenance of a variety of facilities and equipment; the locks and dams and appurtenant navigation structures located throughout the District.
Studies maintenance procedures and schedules to improve the preventive maintenance of the structures.
Prepares plans and recommendations for annual and long-range operation and maintenance of the District’s operational facilities and equipment.
Develops fiscal and manpower needs for inclusion in annual budgets.
Serves as technical source of expertise in the repair and maintenance of navigation structures and flood control structures, and the operation and maintenance of the land and floating plants utilized in repair and maintenance of those structures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may be subject to a one year supervisory probationary period.
- Position requires a valid State motor vehicle operator's license.
- Position requires Temporary Duty Travel (TDY) up to 25% of the duty time.
- Position requires a pre-employment physical exam due to the physical requirements of the position.
- Position requires the incumbent to lift and carry materials weighing 50 pounds or more.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.

Specialized Experience: One year of specialized experience which includes conducting surveillance activities over construction and maintenance operations performed by subordinate staff including reviewing project plans and specifications for workability, informing of construction and reporting requirements, and supervising operations for conformance with project plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above]).
