About the Position: This position is with the St. Paul District. The position of Facilities Operations Specialist serves a variety of complex construction and service activities and operation and maintenance programs at thirteen separate lock and dam facilities.
Duties
Assists the Lock and Dam Chief in directing and coordinating activities with other Districts by participating in inspections of all District Operations and Management projects as needed.
Develops and coordinates programs and policies for lock and dam facilities, with adjoining Corps Districts, and with other federal, state, and local government entities.
Interprets policies and directives and develops supplemental project guidance as necessary.
Responsible for the overall coordination and execution of assigned projects involving operating and maintaining buildings, grounds, navigation dams, navigation locks, and regulating pools.
Participates in District programming decisions affecting long and short-range courses of action and assigned projects.
Provides input to the operations and maintenance budget related to project assigned. Assists with preparation of the operation and maintenance annual budget.
Reviews reports and recommendations of Lockmasters and project engineers with respect to the extent of repairs necessary at the various installations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.

GS-11 Specialized Experience: One year of specialized experience which includes formulating, executing, advising on, and explaining recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques and resolving a wide variety of complex problems associated with lock and dam facility operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes managing lock and dam facility management programs including planning and directing a program for operation, maintenance, repair and improvement of facilities; determining facilities and maintenance requirements. Overseeing the preparation of budgets based on plans for maintenance, repair work, new construction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
