The NIH, Clinical Center (CC), Office of Clinical Research Training and Medical Education (OCRTME) is seeking a Program Administrator for this highly visible program known throughout the medical education community. You will be responsible for managing the Clinical Electives Program ensuring that the program operates according to policy, is efficient and responsive, and professionally represent the CC to medical student applicants, program participants and medical departments and offices.

Duties

As a GS-0301-12 Program Administrator your duties may include but are not limited to the following: Developing standard operating procedures and issuing guidance to NIH medical departments and offices. Identifying the need for new projects and activities and providing recommendations to the Department Chief. Planning and initiating a comprehensive evaluation system to review and analyze the performance of the program including processes and systems and determining and recommending methods to improve their effectiveness and efficiency. Responsible for all of the processes of the Clinical Electives Program, from the student application process to the offboarding of student participants. Ensuring that the information on the program's website is current and accurate and making changes as necessary. Enhancing and maintaining the student application process and processing all applications received for the program in accordance with policies and procedures. The incumbent is under closer supervision and receives more detailed instructions at the GS-11 level. As the incumbent progresses, the amount of supervision will gradually be reduced. This position has a full performance level of GS-12.

Requirements

Qualifications

In order to qualify for a Program Administrator, GS-0301 position at the GS-11 level, you must: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating clinical education program efficiency and effectiveness; interpreting the impact of regulations and policies on clinical education administrative programs; planning, analyzing, and evaluating priorities in support of operational requirements; participating in the development and implementation of plans for organizational clinical education projects and initiatives; and reviewing information and developing analytical reports with recommendations; OR C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Program Administrator, GS-0301 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating clinical education programs in areas such as program support management, quality assurance, management analysis, and administrative program management; formulating and executing action plans to respond to clinical education program management problems or initiatives; providing organizational support for clinical education program planning and analysis activities; evaluating the impact of new program policies; and determining measures of effectiveness in setting organizational clinical education program goals and objectives.
