Qualifications

To qualify for the GS-09 level, you must have one of the following:
1 year of full-time* specialized experience equivalent to at least the GS-07 level defined as applying HR knowledge in one or more of the following functional areas of processing, staffing and/or recruitment, performance management, etc. to assist in providing solutions to maximize the usage of HR systems, communicating HR system capabilities and HR information in an easy to understand manner to non-users.
master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position
equivalent combination of education and experience
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Skill in applying a wide range of IT principles, concepts, methods, standards, and practices sufficient to utilize HR systems.
Knowledge of the information systems used to accomplish OHR internal duties.
Knowledge of the mission, organization, and work processes of agency programs and their relationship to information technology.
Knowledge of overall Federal and EPA technologies and their application to business processes. Knowledge of the information systems used to accomplish OHR internal duties.
Skill in applying new IT developments and applications, emerging technologies and their application to business processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
