This position is located in the Emergency and Regulatory Compliance Services (ERCS), Division of Biodefense and Security (DBS). The mission of the Agency is to promote the health and well-being of the people of the United States and its export customers through the administration of Federal laws and regulations.
Duties
The duties may include, but are not limited to:
Guide biodefense and national security matters on vital and critical agricultural, animal health, and plant health matters.
Participate in the development and promotion of the Program, Agency and Mission Area’s priorities.
Review, evaluate, and critique contributions from Agency programs on externally required reports to ensure information correctly reflects Agency policy perspectives and vision.
Assist in the coordination and preparation of a broad range of information resource documents critical to policy- and decision-making processes at the Agency level.
Build linkages with international, regional, and State managers to address policy and related issues.
Compile reports, drafts administrative documents, and formulates recommendations involving substantial agency resources.

Coordinate and manage special projects from Agency and Department officials.
Requirements
- You must be a US Citizen or US National.
- Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.

- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Coordinates and prepares a broad range of information resource documents critical to policy and decision-making processes at the Agency level on biodefense or biosecurity.
Skill in oral and written communication in developing and presenting facts and briefings and responding to written and verbal inquiries from agency administrators on biodefense or biosecurity issues.
Develops of long-range program plans, goals, objectives, and evaluates the effectiveness of programs.
Coordinates, formulates, interprets, and provides outreach for agency policies/ responses on biodefense and security matters of national significance.
Collaborates with national and government agencies on national security matters and advises top agency officials on policy implications of such collaborations.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
