This position is in the Senior Executive Service (SES), a small elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This position is located in the Health Resources and Services Administration, Health Systems Bureau (HSB) in Rockville, Maryland.
Duties
As the Deputy Associate Administrator for the Health Systems Bureau, you will support the Associate Administrator by providing executive leadership in managing and directing national health programs including organ donation and transplantation, injury compensation, and the management of Hansen's Disease (leprosy) Program.
Your responsibilities will include:
Providing executive leadership on day-to-day operational activities within the Office of the Associate Administrator such as contracts, HR and budget requests and justifications.
Providing executive leadership and direction for the determination, development, promulgation and evaluation of substantive policies and procedures for HSB programs.
Providing executive direction in the establishment of short and long-range operating and management goals and objectives.
Identifying and assisting in the recruitment of key professional staff necessary for the administration of HSB programs.
Participating in the development of new legislative proposals or modifications to existing legislation, as necessary.
Provides executive leadership in meetings with HRSA leadership, HHS, White House, OMB, Congressional staff, as necessary.
Represents HRSA by fulfilling a variety of speaking engagements and presenting HSB's programs to professional and lay groups, State and local agencies, and national organizations.
Builds strategic partnerships and networks and collaborates to advance HBS's mission and impact.
Evaluate technology approaches used to carry out and improve program and management responsibilities.
Provides executive leadership in creating and maintaining an organizational culture dedicated to collaboration and employee engagement.
Identifies innovative strategies to advance HSB programs.

Qualifications
The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your five page resume that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualification(s), listed below.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume.
Developing and preparing presentations on complex health issues that may be considered controversial or subject to public scrutiny.
Directing and developing senior level staff to meet the mission, strategic vision, and goals of a large and complex organization to promote maximum potential of staff, teamwork and to foster accountability.
Managing day-to-day operational activities related to policy development, program implementation and administrative management.
Managing multiple programs of national scope and complexity which requires dealing with private and professional organizations, the public and Congress.
Providing executive leadership and direction from a national level to promote, develop, and support complex health care delivery and infrastructure programs and services.
