The incumbent for this position is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, acquisition, and fielding of equipment and furniture, planning the swing space, and orchestrating the phased movement of all impacted personnel during new construction and space renovation projects within the Phoenix VA healthcare System.

Duties

Duties include but are not limited to: Leads multi-service, multidisciplinary activation projects throughout the planning, design, and construction process with respect to initial outfitting requirements, programming funding, coordinating contracting and scheduling movement for new furniture and equipment, coordinating the workspaces and operations of displaced and incoming personnel. Communicates/coordinates between user, customer, contractor, construction contractor, design/construction agent and other key Project Delivery Team members on issues related to electrical, mechanical, and structural as they relate to medical equipment and clinical operations. Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects. Coordinates the planning, design, cost engineering, construction, equipment commissioning and space activation to include the full life cycle of lease acquisition, contract maintenance and representation as COR responsible for initial outfitting the projects of substantial breadth, scope and complexity as measured by the size and functional diversity indicative of PVAHCS' complexity level 1a medical environment of care, encompassing advanced clinical programs. Responsible for keeping the stakeholder/customer fully informed of project progress, issues and coordinating directly with Service Chiefs, Clinical Directors and Nurse Managers as needed to facilitate a resolution, and resolve impacts associated with cost and schedule. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Detailed knowledge and insight on key issues and concerns to improve short-and long-term program management. Ability to plan and conduct analytical studies of organizational design, workforce usage, etc., and articulate reports of findings with recommendations of alternatives for resolving problems or improving programs. Ability to perform conflict and problem resolution, establish and maintain a functional working relationship between government and community personnel. Knowledge, skill and ability to effectively communicate with all levels of internal and external entities. Ability to make clear oral and written presentations of proposals, recommendations, status reports, policies, and memoranda. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent graduate degree OR 2 full years of progressively higher level graduation education leading to such a degree OR LL.B or J.D. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. You will be rated on the following Competencies for this position:Administration and ManagementLeadershipQuality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is principally sedentary. There is some walking, bending, standing, and carrying of light items such as papers and files which are customary physical demands of the position. There is light physical activity including pushing, reaching, stooping, and climbing stairs.
