The primary purpose of this position is to manage the administrative and personnel program processes of the organization and serve as liaison with the manpower/personnel offices.
Duties
Manages execution of Publications and Forms Program and all By-Law Programs.
Performs work regarding planning and organizing all administrative activities and processes for the organization.
Provides unit personnel support services. Monitors and directs the control of incoming and outgoing correspondence.
Manages, prepares and maintains documentation concerning the administrative orders program. Integrates a variety of software to produce final products.
Serves as the organizational point of contact and liaison with the personnel office.

- Work may occasionally require travel away from normal duty station via military or commercial aircraft or motor vehicle. A current, valid driver’s license may be required.
- May be required to work beyond normal duty hours to include overtime, holidays, weekends, and shifts in order to meet mission requirements.
- Travel and relocation expenses will NOT be paid.
- The incumbent must have the ability to type a minimum of 40 WPM.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes one year of specialized experience at the GS-06 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes managing administrative and personnel program processes performing duties such as preparing orders for a variety of actions; assisting in administering and monitoring personnel resource requirements; managing execution of publications and forms program; accomplishing activities in support of the unit's civilian and military personnel, ensuring all necessary actions are accomplished and finalized; reviewing incoming/outgoing correspondence to determine the appropriate action required and priority; identifying problems from collected data and selecting solutions from alternatives in guidelines; analyzing plans and procedures, identifying weaknesses, and resolving technical problems by recommending alternate approaches in order to work around obstacles; using various information systems and associated programs to research and compile data, prepare milestone charts and metrics, update databases; interpreting higher headquarters policies and directives to make appropriate applications.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the organizational and functional responsibilities and operations of an organization.
2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
3. Knowledge of structure, programs and work methods of organization for personnel/manning issues.
4. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems.
5. Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and posses the ability to plan, organize work, and meet deadlines.
6. Ability to plan and organize management programs and functions of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
