This Supervisory Biomedical Engineer (Clinical) position is located within Clinical Engineering (Healthcare Technology Management) service at the Providence, VA Medical Center. This position is full-time at 40 hours per week.

Duties

The Supervisory Biomedical Engineer supports and advances patient care by applying engineering and managerial skills to healthcare technology. Major duties include, but are not limited to: Responsibility for an equipment management program that meets current TJC and NFPA requirements. Supervises Biomedical Equipment Support Specialists and/or Biomedical Engineers in the Clinical Engineering Department. Instructs physicians, clinicians, and other equipment operators in correct equipment application and in operator level preventative maintenance. This includes a curriculum that addresses the safe and effective use of medical equipment and/or technology at both the formal/informal levels. Manages the Preventative Maintenance program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, SMDA, and TJC requirements. Serves as advisor to senior clinical and leadership staff on medical engineering technology (including existing and emerging technology) addressing viability, long-term suitability, compatibility, and/or safety. Conducts capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment. Serves as institutional expert who directly supports the most complex and specialized clinical technology including service, system administration, training, and quality assurance. Additional duties, as assigned. Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is not a Bargaining Unit position. This position is covered by a special rate. Narrative responses to the knowledge, skills and abilities (KSAs) may be required from the selectee in order to proceed with the appointment.

Qualifications

Basic Requirements: Citizenship. [Be] a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with [VA Handbook 5005, Part II,] chapter 3, section A, paragraph 3.g.) To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Education and/or Experience. [The individual must meet either item (1) or (2) below to meet this requirement: (1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria): All persons employed in VHA in this occupation, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series and grade held, including positive education, and/or certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that does not require a certification/registration, may be reassigned, promoted, or demoted within the occupation. Employees who are appointed on a temporary basis, prior to the effective date of the qualification standard, may not have their temporary appointment extended, or be reappointed on a temporary, or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or certification/registration, that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation. If an employee, who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision, leaves that occupation, the employee loses protected status, and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Supervisory Biomedical Engineer (Clinical), GS-13 Requirements: Experience. Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: i. Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. ii. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. iii. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. iv. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. v. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. References: VA Handbook 5005, Part II, Appendix G-38. English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Physical Requirements: See VA Directive and Handbook 5019, Employee Occupational Health Service. Work Environment: Work is performed in a hospital and involves some exposure to contagious diseases. The employee must observe ergonomics pertaining to working in an office setting with electrical and stationary equipment. Employee must be alert to wet floors, gas, steam, electrical equipment, and general safety precautions including correct lifting techniques in all potential work areas. Discomfort may exist due to changes in temperature and/or humidity. Standard precautions may necessitate the use of personal protective equipment (PPE) in situations of potential exposure.
