This Chief of Healthcare Technology Management position is in Clinical Engineering service at the Providence VA Medical Center. The Chief receives administrative direction with assignments in terms of broadly defined missions or functions. They serve as a professional consultant and advisor on clinical engineering matters to management, high level medical and administrative staff, regional management, and national VA administration. This position is full-time at 40 hours per week.

Duties

The Chief, Healthcare Technology Management is responsible for the professional and administrative management of the Biomedical Engineering Service at the VA Providence Healthcare Center. The Chief supervises technical staff; develops performance standards and evaluations; recommends for appointment, awards, advancements, disciplinary action, and identification of training needs; is responsible for financial management of budget resources and necessary maintenance activities. Duties include, but are not limited to: Receives administrative direction with assignments in terms of broadly defined missions or functions. Exercises authority to oversee the overall planning, direction, and timely execution of the Clinical Engineering program, including development of the service, assignment of duties, and pursuit of higher level administrative approval of goals and objectives for supervisors or managers of subordinate levels. Approves multi-year and long range plans developed by the supervisors of subordinate levels and subsequently manages the overall work to ensure achievement of those goals and objectives. Oversees the revision of long range plans, goals and objectives under their authority, manages the development of policy modifications in response to changes in appropriations or other legislative alterations, and manages changes to the structure and content of the Clinical Engineering program. Exercises discretionary authority to approve allocation and distribution of funds in the service's budget. Plans, designs, and implements programs, projects, studies, or other work. Successful execution of these responsibilities has major impact upon the outcome of the patient care delivery at multiple Medical Centers. Participates as a technical advisor in most significant management planning and policy or decision making actions. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of the employees. He/she evaluates work performance of subordinates. Gives advice, counsels, or instructs employees, including physicians and clinical staff, relating to technical matters. Interviews candidates for positions and recommends appointments. Identifies developmental and training needs of employees and provides or arranges for needed development and training. Evaluates performance of staff, and finds ways to improve production or increase quality of work. Develops performance standards. Assures the continuous operation of essential patient services and rapid response to conditions that may interfere with such services. Provides assistance to the medical staff in selection and utilization of medical equipment. Assists in the procurement of such equipment by assisting the user and AMM Service to develop the equipment specifications. Establishes the phasing sequence for these installations, insuring that the necessary construction projects are completed and the equipment installation can proceed with minimal disruption of essential services and inconvenience to the patients and staff. Utilizes resourcefulness, initiative, and judgment based on experience to deviate from or extend traditional engineering methods and practices in developing solutions to the problems where precedents are not applicable. In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is not a Bargaining Unit position. This position is covered by a special rate. Narrative responses to the knowledge, skills and abilities (KSAs) may be required from the selectee in order to proceed with the appointment.

Qualifications

Basic Requirements United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Preferred Experience: CCE or CHTM certifications are highly desirable. Education and/or Experience Requirements: The individual must meet either item (1) or (2) below to meet this requirement: (1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. Grandfathering Provision. All persons employed in VHA in this occupation, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series and grade held, including positive education, and/or certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that does not require a certification/registration, may be reassigned, promoted, or demoted within the occupation. Employees who are appointed on a temporary basis, prior to the effective date of the qualification standard, may not have their temporary appointment extended, or be reappointed on a temporary, or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or certification/registration, that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation. If an employee, who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision, leaves that occupation, the employee loses protected status, and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation Biomedical Engineer (Clinical), GS-14 Requirements: Experience: Completion of at least [one] year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following KSAs. i. Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level. ii. Ability to develop local or VISN policies and/or draft directives related to healthcare technology management. iii. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions. iv. Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. v. Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Physical Requirements: See VA Directive and Handbook 5019, Employee Occupational Health Service. Work Environment: Work is performed in a hospital and involves some exposure to contagious diseases. The employee must observe ergonomics pertaining to working in an office setting with electrical and stationary equipment. Employee must be alert to wet floors, gas, steam, electrical equipment, and general safety precautions including correct lifting techniques in all potential work areas. Discomfort may exist due to changes in temperature and/or humidity. Standard precautions may necessitate the use of personal protective equipment (PPE) in situations of potential exposure.
