This position managers the Medical Center Equal Employment Opportunity program and is responsible to the Medical Center Director for program development, administration, evaluation, and/or advisory functions. This position requires knowledge of Federal EEO regulations and principles, compliance and enforcement skills, administrative, management, and consulting skills, and knowledge of Federal personnel administration.
Duties
This is a detail not to exceed 120 days and there is no change in salary or pay. Supervisors written approval is required to apply.
This position completes a range of duties that include, but are not limited to:
Develops, plans, directs, coordinates, reviews, monitors, evaluates and updates program activities which include AAP, FEORP,FWP, HEP, H/DVP, UMP and the Complaints Program.
Manages the EEO complaints counseling, investigation and adjudication program.
Provides advice, assistance, and direction to service chiefs, supervisors, committees, employees or applicants on legal and procedural EEO program issues & requirements.
Develop EEO program instructions and reviews all personnel administrative guidance, practices, procedures, policies, etc. to ensure EEO program compliance.
Reviews activity EEO program areas including informal and formal complaint records to identify, determine, and implement training needs for the facility.
Advise the Director regarding EEO program matters, providing guidance on the program's continuing policy & program of non-discrimination & affirmative employment.
Determines accomplishments and objectives based on analysis of the workforce by race, sex, grade, occupational series & policies & practices affecting employment.
Judgment in analyzing and recommending solutions to problems that adversely affect EEO.
Protect sensitive data from unauthorized release and from loss, alteration or unauthorized deletion.
Reviews existing medical center polices, and when indicted, develops new or modified policies, regulations, goals or objectives through the appropriate service(s).
Completes audits assigned by the Director. This involves analyzing & evaluating the effectiveness of a particular program function in meeting agency requirements.
Technically and administratively supervises the EEO Assistant.
Will be periodically called upon to conduct or participate in managerial or supervisory training programs.
Serves as principal backup to and provides assistance as needed to the Assistant to the Director.
Work Schedule: 8:00 am - 4:30 Monday - Friday, subject to change based on the facility needs.

This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Physical Requirements: Regular and recurring work generally involves sitting at a desk, and sitting in the conferences and meetings except for occasional visits to activity work sites. Occasional use of automobile and public conveyance may be required. No special exertion is required.
