The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The position serves as an Equal Employment Opportunity Specialist for the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Diversity and Inclusion (D&I), Alternative Dispute Resolution (ADR), and external Civil Rights (CR) functions for a Medical Center/Healthcare System in Veterans Health Administration.
Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Major duties include:
Serves as an EEO/D&I Specialist responsible for providing a wide range of administrative and technical compliance while performing a variety of duties to ensure that all EEO/D&I Program activities are administered and implemented to the organization's leadership, staff and employees.
Provide recommendations to the EEO Manager on management in assigned organizations of EEO program requirements and established goals.
Serves as technical expert for processing the following federally conducted external complaints in accordance with agency policy; these complaints are
not process by ORM.
Resolves, monitors, and tracks the following complex individual complaints.
Provides managers and employees with information about the facility's personnel policies, procedures, and guidelines.
Ensures that assigned equal employment opportunity programs meet requirements outlined in agency self- assessment guidance.
Develops proposals or plans related to the Implementation of EEO Programs.
Keeps abreast of equal employment opportunity events occurring within and outside of the agency to anticipate the need for initiating action.
Prepares reports and correspondence for the signature of senior level officials.
Provides advice to managers and supervisors on how provided services can assist in accomplishing their mission and programs.
Supports the management of the Special Emphasis Programs.
Develops and presents training programs and provides advice regarding the broad range of EEO/D&I and Affirmative Employment issues impacting the organization.
Develops and maintains appropriate statistical data regarding the discrimination complaint process, responds to routine inquiries from complainants and responding management officials and assists with preparing various reports.
Conducts analysis of trends regarding demographic data and maintains appropriate contact with officials (from the Office of Resolution Management, managers and supervisors and the Office of Regional Counsel) pertaining to the EEO discrimination complaint process and other related EEO/D&I Program matters.
Drafts Equal Employment Opportunity Program Status Report, Federal Equal Opportunity Recruitment Program (FEORP) Report, Disabled Veterans Affirmative Action Plan (DVAAP) Report and other EEO reports as required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work schedule: Monday - Friday, 8:00am - 4:30pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
For the GS-09:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on education and/or experience as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establish and maintain effective relationships with employees, management, Veterans, and within the community and gain confidence and cooperation from workforce of complex issues; analyze problems to identify significant factors, gather pertinent data, recognize solutions, and communicate effectively both written and orally; and processes multiple projects at once with strong organizational skills. OR,
GS-9 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be 18 semester hours to be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPT REQUIRED). OR,
GS-9 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement to meet total qualification requirements at the GS-9 level. Only graduate education in excess of the amount required for the next lower grade level may be used. (TRANSCRIPT REQUIRED).
For the GS-11:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Physical Requirements: The regular and recurring work of the position involves silting at a desk, sitting in conferences and meetings, and occasional visits to facility work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
Work Environment: The regular and recurring work of the position is performed in a work environment that involves normal everyday low risks or discomforts typical of offices or commercial vehicles. The work areas are adequately lighted, heated and ventilated.
