The primary purpose of this position is to serve as a Civil Engineering Project Manager that applies basic practical Civil Engineering knowledge to selected non-complex construction projects or portions of projects that include design, cost estimating, construction management of assigned projects.

Duties

Develops plans and specifications of a Civil nature to include drawings and/or sketches, cost estimates, and assembles proposal packages of related projects for new construction, renovations, alterations, maintenance and/or repair of various base facilities. Technical expert in most aspects of applications associated with construction projects. . Performs work in the construction management, design, and/or operations and maintenance (O&M) functions. Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, cost estimating software, word processing software and project tracking programs to solve engineering/architectural problems and facilitate work. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Provides technical assistance to other engineering technicians.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Long periods of standing; walking over rough, uneven, rocky, or slippery surfaces, recurring bending, crouching, stooping, stretching, climbing, or similar activities;
  • Recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or
  • Regular visits to construction, industrial, marine, or other outdoor sites; outdoor conditions involving moderate exposure to rain and cold/hot weather.
  • Exposures to risks and discomforts on construction sites. Dust, strong odors, or fumes from fuels, paint, solvents, chemicals, or engine exhaust, high levels of noise/ vibrations, grease, electrical hazards, uncovered moving parts of machinery.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technical Series, 0802. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants will have within 120 days of closing of this announcement one year of specialized experience at least the GS-09 (or higher) grade level or equivalent pay systems that involved performing engineering studies and design work associated with construction projects, coordinating work efforts with other technicians and engineers/architects, providing technical expertise to the contracting offers and performing construction management of deliver orders once negotiated. OR EDUCATION: Two full years of graduate education or a master's degree (Transcripts must be provided. OR COMBINATION OF EXPERIENCE AND EDUCATION: FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. A broad, in-depth practical knowledge of methods and techniques of engineering or architecture relating to Civil Engineering that involve a considerable number of different basic but established methods, procedures, and techniques and familiarity with other disciplines. 2. Basic knowledge of civil engineering practices primarily in regards to structural and architectural phases of construction. 3. Basic knowledge of civil and construction standards, methods, practices, and techniques, materials, and equipment. 4. Practical knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 5. Ability to utilize precedent or but not make significant departures from previous approaches to similar projects to provide for the specialized requirements of some projects. 6. Ability to plan, conduct, and record site/facility surveys and inspections. 7. Ability to plan and organize work and coordinate with other engineering disciplines and architects as they relate to Mechanicial Engineering. 8. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
