The primary purpose of this position is to accomplish engineering studies and design work associated with construction projects, coordinate work efforts with other technicians and engineers/architects, provide technical expertise to the contracting officer during negotiations of delivery orders and perform construction management of those delivery orders once negotiated.
Duties
Develops plans and specifications of a civil nature, to include drawings and/or sketches, cost estimates, and assembles proposal packages of related projects for new construction, renovations, alterations, maintenance.
Technical expert in all aspects of civil applications associated with construction projects.
Performs work in the construction management, design, and/or operations and maintenance functions.
Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Provides technical assistance and training to other engineering technicians

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes technical work in: monitoring construction projects as assigned to ensure coordination of work efforts between contractor and various base agencies; reviewing designs to insure proposal packages are in conformance with applicable codes, specifications and regulations in a timely manner; monitoring construction projects as assigned to insure conformance with codes, specifications, regulations and drawings; preparing accurate statements of work and cost estimates which reflect work to be performed by contractor. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Advanced basic knowledge of principles, methods, and techniques of civil engineering and familiarity with other disciplines.
Advanced knowledge of of civil engineering practices primarily in regards to structural and architectural phases of construction.
Advanced knowledge of civil and construction standards, methods, practices, and techniques, materials, and equipment.
Advanced knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
Ability to analyze, interpret, and apply rules, regulations, codes and engineering procedures in a variety of situations and recommend timely and economical solutions.
Ability to plan, conduct, and record site/facility surveys and inspections.
Ability to plan and organize work and coordinate with other engineering disciplines and architects.
Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
