This position is located in the U.S. Coast Guard (USCG) Vessel Traffic Service operations within Puget Sound, the Strait of Juan de Fuca, and Salish Sea.

Duties

As VTS Director, the incumbent serves as a key member of Sector Puget Sound’s leadership team and is responsible for oversight of U.S. Coast Guard Vessel Traffic Service operations within Puget Sound, the Strait of Juan de Fuca, and Salish Sea. As a subject matter expert in vessel traffic management, the incumbent implements and maintains the regional VTS construct, works collaboratively with port partners, and exercises regulatory authorities as necessary to enhance the safety of navigation throughout the region. The incumbent plays a direct role in enacting Captain of the Port (COTP) safety, security, and environmental protection initiatives in support of the continued resiliency of the regional Marine Transportation System (MTS).

Requirements

Qualifications

You qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Supervising and performing administrative and human resource management functions relative to employees; Developing policy and overseeing the management of a vessel traffic center; Researching, developing and implementing VTS policies, procedures and regulations while providing guidance and advice to federal, state, regional and local governments and maritime organizations, with respect to vessel traffic and waterways management issues; Implementing national Vessel Traffic Service (VTS) policies, procedures, and regulations Serving as the technical authority regarding the regulatory impact on sensitive or rapidly evolving local traffic management projects; Responding to public queries according to established guidelines. Advising and providing formal briefings and presentations on noteworthy issues involving the Vessel Traffic Services and waterways management; Providing general oversight of vessel traffic and waterways management operations; and Coordinating efforts with officials of other government entities. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
