This position is located in the Department of Homeland Security, U.S. Coast Guard, District 13, Sector Puget Sound, Seattle, WA.

Duties

The incumbent plays a critical role facilitating navigational safety, security, and marine environmental initiatives within the Vessel Traffic Service (VTS) through the implementation and administrative management of the VTS training program. Through the identification and assessment of unit training and internal/external outreach needs, the incumbent provides direct assistance to the Training Coordinator in maintaining the technical proficiency and service delivery capabilities of VTS operators within the Puget Sound area of responsibility.

  • Males born after 12/31/1959 must be registered for Selective Service.
  • The position requires a valid state driver's license.
  • This is a Drug Testing Designated Position (TDP).
  • This position may require a one-year probationary period.
  • This position requires a Secret Security Clearance.

Qualifications

You qualify for the GS-11 grade level if you possess one of the following: One year of specialized experience equivalent to at least a GS-09 grade level.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Examples of specialized experience include: Knowledge of nautical Rules of the Road, aids to navigation operational use, VTS and electronic navigation operations. Using nautical charts, tides tables, U.S. Coast Pilot, and U.S. Light List. Knowledge of international standards, federal laws, regulations theories, principles, and practices of commercial vessels and recreational boating safety standards.  Using radio communications equipment, complex computer software and hardware systems including but not limited to operating database systems, vessel tracking systems, and other government computer applications. Knowledge of training program design and development, characteristics of adult learning and the learning process. Giving oral presentations Performing job task analysis and writing performance objectives  Describing complex processes in writing. OR Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.  Major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR Have a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
