The purpose of this position is to serve as the Deputy Director of the VA TTP. The VA TTP serves the American public by translating the results of worthy discoveries made by any employee of the VA into practice.

Duties

Major Duties: Responsible for Full Time Equivalent (FTE) utilization, hiring, position management, work organization, strategic planning, performance standards and evaluations, training, disciplinary actions, and awards. Performs budget functions including preparing budget estimates, fiscal and program operation plans, budget requests, analyses, and justifications. Provides summary and detailed data for use by the Director of TTP and other senior managers throughout the Department. Prepares briefings for high-level VA officials, Office of Management and Budget (0MB) and DOC representatives, and for Congressional hearings. Supports customer service by being visible, available, and supportive to research managers, administrators, investigators, and all employees throughout the VA. Supervises and directs the activities in the TTP. Perform other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. General Medical and Healthcare Series 0601 Individual Occupational Requirements All applicants must meet the following Individual Occupational Requirements required for the series: Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Note: You must submit a transcript with your application. Applicants who do not submit a transcript will be automatically disqualified from consideration. Along with meeting the Individual Occupational Requirements required for the position, all applicants must also meet the GS-14 Specialized Experience below: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: 1) Supervises staff in support of technology transfer program operations. 2) Plans, develops, and negotiate term sheets, which describe key business terms that will be further developed in patent license agreements. 3) Identify potentially patentable inventions that result from work performed at research facilities. 4) Evaluates the entire suite of circumstances surrounding the development of technology from research to determine ownership of intellectual property 5) Advises researchers on the basics of intellectual property in view of technology advancements to ensure protection. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily administrative as the incumbent travels infrequently. Must be able to occasionally lift and carry light boxes, equipment, and products such as laptop computers, projectors, display boards, posters, and pamphlets. Education

There is no educational substitution at the GS-14 grade level. However, for the Individual Occupational Requirements a transcript must be submitted with your application.
