This position is located in the Office of Technology, Services, and Innovation, Enterprise Telecommunications Division. This position provides on-site management and user support of the agency phone system. You'll work with internal teams and vendors to design, install, maintain, and troubleshoot telecommunications equipment and systems.
Duties
As a Telecommunications Specialist, you will be responsible for duties to include, but are not limited to:
Manage the agency's phone system, including procurement, installation, testing, and inventory.
Design and implement telecommunications solutions aligned with USAGM's mission needs.
Respond to service requests, troubleshoot issues, and ensure optimal system functionality.
Manage projects, maintain equipment, and work with vendors on system upgrades.
Serves as Contracting Officer's Representative (COR level 2) to manage and oversee voice services contracts.
Conduct user training on telephony equipment and functionality.
Stay up-to-date on technological advancements and industry regulations.
Manage the agency's emergency telephony system.
Requirements
- You must be a U.S Citizen or U.S. National.
- This is a public trust position. If selected, this position requires the completion of the SF-85P.

- Assignments are performed within a 24-hour, 7-days per week operation. The incumbent is expected to work various schedules, subject to change, and may be required to work overtime.

Qualifications
0391 - Telecommunications Series Basic Requirement Applicant must meet one of the below and the specialized experience criteria.
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
--OR--
Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
AND
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-11 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
Managing and supporting an organization's phone system.
Assisting with telecommunications procurement such as drafting requests for information and proposals pertaining to telephone devices.
Troubleshooting telephone equipment, network circuits, and Session Initiation Protocol (SIP) trunking circuits.
Education
