This position serves as an IT Specialist for Computers and Telecommunications for the Management Information Systems at the Rosebud Service Unit in Rosebud, South Dakota.
The position assists the Automated Data Processing (ADP) Site Manager in technical and administrative duties associated with the management of Computer Systems/Applications and Voice/Data Telecommunications.
Duties
Coordinates Service Unit and Area computer system operation and provides recommendations on systems operating procedures, data collection, data quality, and equipment environments.
Coordinated ADP security measures, corrective and preventative maintenance.
Responsible for maintaining the voice and data communications network within the Indian Health Service for the Rosebud Hospital.
Implements installation of telecommunications equipment.
Assist with the development of an annual Automated Data Processing (ADP) Plan to include future acquisitions of all data system and upgrades.

Qualifications

BASIC REQUIREMENT(S):
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-05 (or equivalent) - Bachelor's Degree
GS-07 (or equivalent) - 1 full year of graduate level education OR superior academic achievement
GS-09 (or equivalent) - master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
GS-11 (or equivalent) - Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a PH.D, or equivalent doctoral degree

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
Examples of Specialized Experience:
GS-05: basic knowledge of computer and printer setup, configuration and preventative maintenance, a basic understanding of LAN/WAN and network equipment and configurations. Excellent customer service skills to include clear written and oral instructions and the ability to work with all local, state and federal representatives. Ability to solve problems and use sound judgment to remedy problems or to make sound recommendations. Experience using various software and ability to learn systems quickly.
GS-07: Assist IT Specialists and provide basic IT needs, assist with implementing hardware and software, provide technical assistance to telecommunication systems.
GS-09: Maintain Resource and Patient Management System (RPMS) and/or other health data systems, install and manage new hardware and software, maintain voice and data communications network.
GS-11: Serve as Data Base Administrator, train staff in the technical procedures required to operate and maintain functional IT and telecommunication systems, coordinate IT security measures, corrective and preventive maintenance.
