The AV Production Specialist position is located in the Office of the Deputy Director, Office of Public Affairs (OPA). The OPA provides a wide range of communication services for judges, court staff, and the AO, and serves as the liaison between the Judiciary and the news media. The OPA's core programs are media relations, web and social media services, video production services, and community and educational outreach.

Duties

This position will report to the Supervisory AV Production Specialist in the Office of Public Affairs (OPA). The OPA is seeking a self-motivated experienced AV Production Specialist. The OPA staff provides web communications, video, media relations, social media, and communication strategy expertise for the AO and the federal Judiciary. The OPA operates in a collaborative, team-based, Agile environment. The incumbent will be producing executive-level content for JNet, USCourts, the judiciary Conference, and Congress encompassing activities such as conducting interviews, shooting b-roll footage, and conceptualizing and executive multimedia projects. Also, the incumbent will serve as on-air talent, possessing the aptitude to deliver voiceovers and on-camera presentations, and providing guidance to clients unaccustomed to television appearances. The ideal candidate must possess the ability to distill complex issues into digestible language and be capable of assisting the AV Production Supervisor, including attendance at high-level meetings. Join the OPA team with the Video Production Services in support of visual communications production personnel providing multimedia messaging products and services to the Administrative Office of the U.S. Courts for both internal and external communications! The duties of this position include, but are not limited to: Assisting in developing effective video projects that further the mission of the AO and the Judiciary. Providing advice on long-range messaging strategies that incorporate a range of communications tools, including websites, social media, and email newsletters. Assisting the team of producers and digital specialists in producing top-quality video products that advance the communication capabilities of the Judiciary. Serving as the point of contact for AO offices seeking creation of video products or technical assistance with streaming events with Judiciary-wide impact, including the production of high-profile projects. Providing confidential executive support to the Video Production Services Project Manager; handling sensitive information with discretion; and maintaining a high level of confidentiality. Serving as a liaison between the Video Production Services Project Manager, Web team, and Contractors.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Experience analyzing communication requirement to conceive, produce, and deliver compelling and effective multimedia products to intended audiences; Experience and knowledge of government communications, including effective use of video and still photography in government communications; Ability to direct scriptwriting, storyboarding, camera operation, shot composition, lighting, and other video production techniques and operations; and Ability to coordinate and provide practical support for the acquisition, processing, distribution, and archive of multimedia content and products for effective visual communications. Highly Desired: Experience leading a team of audiovisual contract specialists on the logistical and technical processes of a television studio and video production. Experience as a videographer with comprehensive skills in capturing high-quality visuals. Proficiency in Microsoft Office Suite and familiarity with streaming technologies.

Education

Basic Qualifications: Applicants must meet ONE of the qualification requirements (A or B) as described below:
(A) Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position.
Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

OR

(B) Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled.
