This position is located in DHS, Office of Strategy, Policy, and Plans. Trade & Economic Security (TES).
Serves as a Policy Analyst working on the review and assessment of national and homeland security risks arising from foreign investment in the United States as part of DHS participation in the Committee on Foreign Investment in the United States and the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (Team Telecom).
Duties
As a Policy Analyst, GS-0301-12, your typical work assignments may include:
Develops risk and vulnerability assessments of individual foreign investments under the authorities of CFIUS and Team Telecom, in collaboration with DHS component subject matter experts and interagency partners. Incorporate open-source data, intelligence reporting, and SME analysis. Update and revise the assessments to address feedback from interagency, leadership guidance, or to address new facts.
Drafts memoranda and briefing documents for senior officials which outline issues pertaining to foreign investment transactions and recommend courses of action. This involves in-depth analysis and recommendations regarding the national security risks posed by a transaction and the options available to mitigate national security risk.

Qualifications
Specialized Experience:
To qualify for the GS-12 you must possess one of the following: A. At least one year of specialized experience, equivalent to at least the GS-11 grade level in Federal service, OR B. Equivalent public or private sector experience. For this position, specialized experience is defined as: (1) conducting risk analysis for any functional area; or (2) conducting open-source or classified research into national security or foreign policy topics; or (3) participating in working groups and other activities relating to the management of stakeholders in a national security or foreign policy context.
Substitution of education in lieu of specialized experience may not be used for this grade level.
