About the Position: In this role you will serve as and IT Specialist (APPSW) applying skills and knowledge and/or experience in the design, development and implementation of application and Enterprise Resource Planning (ERP) systems. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Responsible for providing oversight of the integration of business processes into the native processes of the ERP product, specifically PeopleSoft: Human Capital Management. Responsible for providing oversight of Benefits, User Experience, PeopleSoft Security, Global Payroll, Enterprise portal, Self Service, Talent Management, and Time and Attendance. Ensure the ERP solution meets requirements of the business processes with minimal customization. Participate in all technical reviews to include requirements, design, and development to assist the Division Chief. Oversee and collaborates with the System Integrator on design, implementation, and validation of integration between the ERP product and other products in the solution. Review documentation and deliverables pertaining to business process integration into the ERP and ERP integration with other products. Ensure document quality, completeness, and applicability. Review SI agile documentation for each incremental release, coordinate updates and evaluate their implementation process. Assist with contract actions as necessary to include performance reports, delivery tracking, and capacity planning. Provides information to the Division Chief to assist with program acquisition documentation requirements to include System Engineering Plan, Information Support Plan and Training strategies. Assess any proposed customizations for suitability, necessity, alternatives, and justifications.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field - Engineering and Technical Management within 60 months of entrance on duty.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: 1) Overseeing the design, development, documentation, modification, implementation, and support of new or existing application software; 2) Utilizing a wide range of subject matter practices, laws, regulations, policies, and precedents; 3) Utilizing a range of analytical methods to identify, evaluate, and recommend appropriate solutions; AND 4) Providing oversight to ensure code quality, performance, application security and usability. .AND Applicants must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
