About the Position: This position is location in the Directorate of Administration, Medical Records Coders at Naval Medical Center, San Diego, California.
This is a Direct Hire Solicitation
Inpatient Coding position.
One of the following certifications, is highly preferred: American Health Information Management Associate (AHIMA), Certified Coding Specialist (CCS), Registered Health Information Technician (RHIT), or American Academy of Professional Coders (AAPC) Certified Professional Coder.
Duties
Review and abstract inpatient chart documentation to include history and physicals, progress notes, consultations, operative reports and discharge summaries
Ensure compliance with regulatory and third-party insurance requirements in utilizing the International Code of Diseases-10 Clinical Modifications (ICD-10-CM), and Procedure Coding System (PCS) coding books
Identify the appropriate Evaluation and Management based on the type of professional services rendered.
Adhere to coding practices prescribed by the Department of Defense (DoD), Defense Health Agency (DHA), The Joint Commission (TJC), American health Association (AHA) Coding Clinic and Center for Medicare and Medicaid Services (CMS) coding guidelines.
Enter codes using MHS Genesis software, the 3M Clinical Coding Editor (CCE) or applicable systems.
Maintain daily productivity reports including completed activity, all metrics and incomplete activities.
Confirm that the correct patient data is contained in the medical record to ensure that incorrect demographics are not entered into a file. Name, social security number or DoD ID number and dates of services are verified.
Perform utilization review of records to assure diagnosis responsible for the length of stay is appropriately identified and the secondary diagnoses are sequenced properly to assure maximum allocation under the Diagnosis Related Group (DRG) system.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Basic Requirements for the Medical Records Administration Specialist GS 0669:
Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes which includes: Translating diagnostic and procedural phrases from the medical record into coded form, using International Classification of Disease-10, Clinical Modification (ICD-10-CM), and ICD-10-PCS; Utilizing anatomy, physiology, major disease process, diagnoses, surgical procedures, tests and pharmacology to complete coding of diagnosis, procedures and operations; Ensuring medical records are accurate and contain appropriate documentation to support principal diagnosis, procedure, complications and conditions for the Diagnosis Related Group (DRG) assignment of the medical record; and Using hospital automated patient health record, (i.e. MHS GENESIS) - to retrieve various reports (such as, laboratory, radiology, and pathology) to process patient complete medical record for coding data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Medical Records Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
