This position is located at the Albuquerque Service Unit, Division of Administrative Services, Business Office, in Albuquerque, New Mexico and reports to the Chief Executive Officer. The purpose of this position is to plan and direct the operations of the Business Office for the Albuquerque Service Unit.
Duties
The purpose of this position is to manage and direct the comprehensive health care Alternate Resources Program, a third-party reimbursement program consisting of Business Office billing activities, patient registration and eligibility determinations, admissions, and all third-party collections for health care services.
Plans, controls, evaluates, analyzes and provides oversight to all program processes and functions of the Alternative Resources Program.
Monitor, analyze and conduct periodic audits of the reimbursement system to ensure timely, accurate and proper billing and collection of claims from third party payers.
Respond to correspondence generated by third party payers to assure maximum collection of claims.
Develops, coordinate and implement operational plans in accordance with Business Office policies and procedures and alternative resource programs.
Generate reports and statistical data for reviewing, approving, and recommending changes to the operational budget.
Provide interpretation of guidelines, verification of claims, appropriateness of services, and other Business Office related functions through federal and state statutes, regulations and policies.

BASIC REQUIREMENT(S):
Individual Occupational Requirements
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
General Experience:
Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-11
Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Analyzing third party collections; developing projection analysis for current and future fiscal year collections; developing and implementing a comprehensive internal quality control system; ensuring compliance with Third Party Revenue Accounts Management and Internal Controls; long and short range planning, evaluation and analysis; establishing and implementing performance improvement goals for areas of the Business Office including but not limited to patient registration, benefits coordination, billing practices, and third party accounts receivable and collections. OR
Successfully completed a Ph.D. or equivalent doctoral degree or Completed 3 full years of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.M., if related. OR
Possess a combination of education and specialized experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
