This position is located in the Office of Human Resources under the direction of the Director. The Office of Human Resources is responsible for operating the Administration's human resources program, providing the full range of human resource services, such as employee relations, labor relations, performance management and awards, classification, recruitment and placement, position management, compensation and employee benefits.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience utilizing Human Resources case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on legal issues, problems, and situations.
Experience applying analytical and evaluative techniques to identify and resolve problems related to employee and labor relations.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience applying laws, Executive Orders, concepts, regulations, practices, procedures, and case law governing employee relations in the Federal service.
Experience evaluating and analyzing office programs, problems, interpreting written material, and devising proposals for problem resolution for new or substantially modified approaches.
