This position is located in the Office of Human Resources under the direction of the Director. The Office of Human Resources is responsible for operating the Administration's human resources program, providing the full range of human resource services, such as employee relations, labor relations, performance management and awards, classification, recruitment and placement, position management, compensation and employee benefits.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience utilizing Human Resources case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on legal issues, problems, and situations. Experience applying analytical and evaluative techniques to identify and resolve problems related to employee and labor relations. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience applying laws, Executive Orders, concepts, regulations, practices, procedures, and case law governing employee relations in the Federal service. Experience evaluating and analyzing office programs, problems, interpreting written material, and devising proposals for problem resolution for new or substantially modified approaches. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations Interpersonal: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences. Customer Service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
