As the Supervisory Program Manager of the Research & Technology (R&T) Program Development and Partnership Team, you will provide leadership to the team in developing and evaluating national and international R&T policies, programs, and budgets for research/deployment of technology, and innovation within FHWA. The primary focus is corporate support to FHWA to ensure the strategic plan, policies, programs, and budgets meet the future needs of the transportation community/highway system.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience establishing program objectives to ensure that organizational goals and requirements are met; Experience developing short and long-term plans, policies, and guidance to support organizational priorities and program requirements; Experience evaluating and coaching the performance of staff to promote staff development and ensure that they are meeting performance goals. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Creativity and Innovation - Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting edge programs/processes.
