The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

NCTC's Directorate of Intelligence (DI) was mandated by Congress to be the primary organization in the United States Government (USG) for analyzing and integrating terrorism intelligence. The DI provides senior policymakers with integrated and coordinated terrorism analysis and produces the full range of analytic products, including daily Terrorism Intelligence Briefs (TIBs), President's Daily Briefs (PDBs), warning products, short-term and longer-term research, and alternative analysis. The National Counterterrorism Center's Directorate of Intelligence (NCTC/DI) is seeking a highly motivated officer to serve as Senior Technical Advisor in Terrorist Lethal Capabilities (TLC), an organization which monitors, analyzes, and integrates all-source intelligence on functional counterterrorism (CT) issues for a broad set of USG customers and partners. The functional CT issues TLC analyzes includes topics ranging from conventional explosives, to unmanned aerial systems and weapons of mass destruction. The group provides warning of terrorist development and use of lethal devices that threaten US persons or interests; formulates and communicates analysis to inform policy and support operations; collaborates with partners across government to identify risk and opportunities; and drives intelligence collection through regular interaction, formal evaluations, and structured requirements. Additionally, the selected candidate will be expected to: Evaluate, integrate, review, and develop planning efforts for area of responsibility in coordination and collaboration with other U.S. Government agencies. Lead the monitoring and the implementation of interagency plans by coordinating and integrating competing requirements and priorities of multiple stakeholders; plan and participate in interagency meetings. Manage the identification of gaps and impediments that are negatively impacting successful plan implementation efforts and develop solid and well-researched recommendations for policies/procedures designed to reduce these gaps. Serve as a focal point for specific technical, scientific, and programmatic aspects of a project, ensuring that the goals and objectives are met within a prescribed time frame and funding parameters. Initiate, manage, plan, direct, and coordinate scientific and engineering research and development activities for one or more scientific/technical projects from moderately complex to highly complex. Perform exploratory research investigations, technical direction and guidance; and apply and conduct scientific approaches and methods in the review and analysis in emerging technologies. Collaborate and coordinate technical and field analysis of terrorist use of technologies for the development, testing, and evaluation of terrorist tactics, methods and technologies. Guide and lead activities as needed and in association with program responsibilities with an awareness of resources, budget constraints, personnel and mission requirements. Lead, plan, and organize NCTC Technical Evaluation Program (NTEP) specialized projects and serve as an NTEP Lead for coordination with some remote RD&E facilities. Provide briefings on projects, classified and unclassified to NCTC senior leadership on a monthly basis. Build and leverage diverse collaborative networks within the ODNI and across the IC. This position will require regular interaction and communications with other members of the IC and local, state and federal law enforcement, and frequent interaction with site and facilities personnel.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Expert knowledge and experience with planning processes, critical analysis, consensus building, as well as the application and integration of all instruments of national power in protecting the U.S. and its interests abroad. Superior ability to plan and coordinate the integration of existing and emerging interagency capabilities to accomplish operational or strategic objectives. Superior ability to develop innovative and flexible solutions for complex cross-organizational issues, taking initiative and making key contributions to group efforts. Expert knowledge and experience with the mission, charter, roles and responsibilities of the IC and the interrelationships of its customers and stakeholders. Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment. Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, to include senior-level policymakers. Superior ability to lead interagency planning efforts for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed. To be considered qualified, applicants must have at least four years of experience as a technical expert or program lead at a national agency, federal law enforcement organization, or service component. Desired Requirements: Prior joint duty experience that involved cross collaboration with intelligence, defense, and research and development communities. Forensic sensitive site exploitation experience against terrorist devices, technologies, weapons, and unmanned aircraft systems. CBRN and hazardous material handling experience, and the use of Personal Protective Equipment. Knowledge and expertise in terrorist tactics, techniques and procedures on terrorist use of technologies and attack methods. The ability to lead projects and initiatives with multiple agencies while addressing the most pressing weapons intelligence priorities. Advanced written/oral communications skills. High level of organizational skills. PhD in Chemistry or equivalent experience.
