Duties

Performs worldwide, regional, and Defense Fuel Supply Point (DFSP) specific trend analysis and random sampling on areas related to fuel inventory accountability and inventory policy compliance. Conducts in-depth analytical studies on the petroleum wholesale/retail supply chain covering capitalized Energy commodities. Develops and coordinates corrective action plans to resolve inventory accountability, weak controls and/or auditability issues related to capitalized petroleum products worldwide. Provides data analysis for various reports, data requests from various sources, and develops and maintains metrics for review by higher-level management. Develops and periodically reviews and updates DLA Energy inventory policies and procedures necessary to ensure timely and accurate reporting of petroleum account reconciliation, accountability, and auditability.

Qualifications

To qualify for an Inventory Accountability Analyst, your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Plans, develops, manages, and evaluates DLA Energy's petroleum supply chain accountability and policies which govern them. Conducts in-depth analytical studies covering all bulk and ground petroleum commodities managed by DLA Energy to identify areas that indicate a high potential for improvement through automation, business process or training changes. Applies analytical and evaluative methods and techniques plus a thorough knowledge of energy doctrine, policies, practices and procedures of DLA Energy and Military Services wholesale/retail supply chain management to research, develop, analyze, coordinate and implement policy and procedures governing the management of DOD energy supply chain management. Demonstrates comprehensive analytical skill and ability to analyze the totality of an operational problem (i.e., personnel, productivity, organizational structure, regulatory controls or constraints, training, etc.) and to develop recommended course of action to improve or eliminate the problem. Possesses knowledge of government procurement regulations/guidance and related materials to develop/propose policies and procedure in order to plan, schedule, and conduct studies to identify and recommend ways to improve work operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
