The primary purpose of this position is to serve as an Information Technology Specialist with responsibility for planning, coordinating, and supervising the MAJCOM's Joint Worldwide Intelligence Communications Systems (JWICS) network, testing, modifying, upgrading, operation, troubleshooting, and maintenance of network and server hardware and software systems on JWICS network.
Duties
Performs services as Information Technology Specialist. Plans, coordinates and installs or supervises the installation of applications software (to include databases) and hardware on the JWICS network, workstations, and servers. Administers and maintains assigned systems.
Provides technical guidance and instructions to users and other IT specialists. Prepares, coordinates, and implements policy and procedures for hardware and software applications system operation. Develops comprehensive instructions for operation of network and system components.
Schedules all VTC requirements on the JWICS network. Provide comprehensive end-user support and routine maintenance for audio-visual (A/V) and video teleconferencing electronic devices, systems, and services; identify, diagnose and troubleshoot system malfunctions and defects.
Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements. Serves as senior IT network and systems administration consultant, providing an authoritative resource to other IT specialists and advancements found to be compatible with user requirements.
Serves as a technical advisor to management. Participates as a key member and advisor on special committees and special projects designed to study methods to enhance the use of technology. Participates in developing strategic plans for enhancement of the network and system environment, developing functional and technical requirements for acquisitions, conducting cost-benefit analyses, feasibility studies, and related activities.

- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed

This is a GG-12 or a GG-09 Target GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties are the "Professional" work category at the "Full Performance" work level and the GG-09 Target GG-12 duties are the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-12 or GG-09 Target GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
GG-12 Qualifications:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving and quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. My experience includes knowledge of IT systems and internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects; and to design, test and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure. In addition, knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols. Knowledge of client/server technology, open systems architecture, distributed computing, web publishing, web enabled applications and information retrieval techniques including access and security safeguards. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
GG-09 Target GG-12 Qualifications:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: completing projects with guidance and direction to complete an assigned task, while utilizing trained methods. Performance of work that includes various duties involving different and unrelated tasks. In coordination with the supervisor, plan and carry out successive steps and handle problems in work assignments in accordance with instructions, policies, previous training, or accepted practices. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR LL.B. or J.D., if related. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of IT systems and internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects; and to design, test and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure.
2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols.
3. Knowledge of client/server technology, open systems architecture, distributed computing, web publishing, web enabled applications and information retrieval techniques including access and security safeguards.
4. Skill and experience applying analytical and evaluative techniques to identify/investigate/resolve issues/problems associated with contract support as well as modifying standard practices and techniques.
5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
6. Ability to develop web application software as part of a team in an agile development environment; performs application manager functions for commercial and government-produced software applications.

CONDITIONS OF EMPLOYMENT CONTINUED:
Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019
Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
This position may include information assurance (IA) work as an additional duty. The recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
