National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

Duties

Provides subject matter expertise regarding the design, management, operations, maintenance and architectural improvements for NDU Enterprise Information Systems and infrastructure and ensures that all applicable policies and procedures are followed. Creates and maintains comprehensive configuration and maintenance plan, establishes a network backup and recovery plan, develops local migration procedures, and establishes a schedule for network lifecycle upgrades. Evaluates the functionality and optimization of enterprise systems, security and networks, utilizing metrics and performance baselines. Plans, assists, develops, and implements security policies and procedures to ensure data confidentiality, integrity, and availability is maintained for enterprise systems and/or networks within NDU. Participates with decision-makers in setting project goals and establishing priorities to support the organizational mission.

• Must obtain/maintain Top Secret/SCI clearance.
• Required to complete an OGE-450 Financial Disclosure Form.

Qualifications

Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-12, within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience: is defined as experience with network design, operations and architectural improvements as well as contract management AND IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).
