Duties

This position require military membership in the Puerto Rico Army National Guard (PRARNG).

Requirements

• NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.
• Participation in direct deposit is mandatory.
• Possess or be able to acquire a SECRET security clearance.
• Possess or be able to acquire a Puerto Rico driver's license/ Heavy Mobile driver's license
• Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
• Loss of military membership will result in immediate loss of your full-time military technician position.
• Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
• Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified.
• If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days’ notice of separation.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3= Warrant Officer and Enlisted members currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. DUTIES: As a SURFACE MAINTENANCE MECHANIC INSPECTOR SUPERVISOR (D1293000), WS-5801-12, you will be responsible for supervising workers directly or through subordinate leaders and/or supervisors in accomplishing work of the function. Plans work operations of great scope, complexity, and administrative authority. Determines the sequence, priority, and time for performance of operations within the limits of broad work schedules and time limits. PHYSICAL DEMANDS: Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights. WORK ENVIRONMENT: Work is performed both inside and outside. When inside, the incumbent is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, the incumbent is exposed to bad weather, in mud or snow, and in wet or icy areas. The incumbent is frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground. Typically works on parts and systems, which are dirty, oily, or greasy. Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. Often exposed to the possibility of falls while repairing, positioning, and moving equipment; and skin irritations from acid, fluids, and lubricants. Uses safety equipment such as protective ear devices, hard hats, hard-toe shoes, respirators, and protective clothing, which may be uncomfortable to wear or use and may be worn or used for long periods. SPECIALIZED EXPERIENCE: Applicant must possess at least (1) ONE year at the next lower level or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as inspection of surface maintenance vehicles and equipment to ensure that physical and operating characteristics are within acceptable standards and specifications; planning the use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis; establishing deadlines, priorities, and work sequences; planning work assignments based on general work schedules, methods, and policies set by the supervisor; coordinating work with supporting or related work functions controlled by other supervisors; assigning tasks to be perform base on readiness and explains work requirements, methods, and procedures; ensure employee compliance with standing operating procedures established for the activity; preparing for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises.
