ARMY TECHNICIAN VACANCY ANNOUNCEMENT
Duty Location: Maneuver Training and Equipment Site (MATES), Salinas, PR
Duties
This position require military membership in the Puerto Rico Army National Guard (PRARNG).
Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Possess or be able to acquire a SECRET security clearance.
- Possess or be able to acquire a Puerto Rico driver's license/ Heavy Mobile driver's license
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
- Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified.
- If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days? notice of separation.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard. If you are not a military member of the PRARNG (i.e. Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the PRARNG Recruiting and Retention Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNGPRARNG, your application will not be screened.
AREA OF CONSIDERATION:
Area 1 = All permanent Officer and Warrant Officers employees (NG T32/NG T5) at Puerto Rico Army National Guard.
Area 2 = All indefinite Officer and Warrant Officers employees (NG T32/NG T5) at Puerto Rico Army National Guard.
Area 3 = Officer and Warrant Officers currently serving members of the Puerto Rico Army National Guard.
Area 4 = Officer and Warrant Officers prior members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened.)

DUTIES:
As a SURFACE MAINTENANCE MECHANIC SUPERVISOR (D1297000), WS-5801-15, you will provide overall direction and coordination of subordinate work activities and functions. Participates with management officials in the planning and establishment of long-range work requirements and schedules. Serves as the highest-level subject matter expert in the organization for work accomplished. Work activities and functions are typically controlled through two or more levels of supervision.
TEMPORARY PROMOTION / INDEFINITE:
This position is advertised against a valid man-year of an employee currently on an Active Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.
An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. PHYSICAL DEMANDS:
Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights.
WORK ENVIRONMENT:
Work is performed both inside and outside. When inside, frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, the exposed to bad weather, in mud or snow, and in wet or icy areas. Frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground. Typically works on parts and systems, which are dirty, oily, or greasy. Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. Often exposed to the possibility of falls while repairing, positioning, and moving equipment; and skin irritations from acid, fluids, and lubricants. Uses safety equipment such as protective ear devices, hard hats, hard-toe shoes, respirators, and protective clothing, which may be uncomfortable to wear or use and may be worn or used for long periods.

GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.
SPECIALIZED EXPERIENCE: Applicant must possess more than THIRTY-SIX (36) months of specialized experience performing or supervising duties such as applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems; testing, inspecting, and evaluating the work performed on vehicles, equipment and systems; supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; adapting existing equipment and techniques to new situations; plan, direct, and organize work assignments for lower grade personnel; review of work requirements and establish priorities to meet deadlines; explaining work requirements to subordinate supervisors, sets deadlines and sequence of operations; analyzing production, cost and personnel utilization records, and makes adjustment in operations to correct problems; assuring appropriate production reports and administrative records are maintain; assign work operations within the limits of policies and basic production schedules set by management officials.
