Duties
As a Director - Program Administration Division, you will:
Oversee the development and implementation of major policy, program, and legislative initiatives, impacting Multifamily FHA and Risk Share lending, and the full range of multifamily housing programs.
Oversee the analysis of various program and policy options and develops, plans, and carries out special studies and analysis regarding policy issues; program and funding options; strategic alternatives; cost-benefit assessments; impact assessments; alternative financial or management strategies; or other major concerns related to Multifamily policies, programs or legislation.
Provide advice and technical insight to the Director, Deputy Director, and other senior Department officials regarding the development of new policies, programs or legislation including providing historical perspective on existing policies, programs, and enabling legislation and providing insight on issues and problems stemming from existing or former programs, policies, or legislation.
Direct coordination of the monitoring of the budget impact of Multifamily Production programs, including credit subsidy, commitment authority, and the making of appropriate policy and program recommendations.
Coordinate implementation of legislative and administrative initiatives throughout the Office of Multifamily Production, ensuring that the intent of Congress and the Department are followed as well as ensuring that Congressional and agency deadlines are met and that program purposes are advanced to the maximum extent possible.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
Interpreting and implementing policies and regulations regarding the financing of affordable housing/multi-family housing projects; AND
Managing and developing affordable housing/multi-family housing projects; AND
Leading or managing employees who are tasked with understanding and using existing information and processing systems designed to support the Office of Multifamily Housing; AND
Advising on policies and regulations relating to multi-family mortgage finance programs; AND
Resolving complex issues within a program not covered by existing policies or procedures; AND
Writing procedures for a housing/mortgage project or program.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
