This Administrative Officer provides technical and administrative support to the Chief of Engineering and is responsible for providing updates and necessary information to the Associate Medical Center Director of New York Harbor Healthcare System. This position is located within the VA New York Harbor Healthcare System Engineering Department in Manhattan, with travel to Brooklyn and St. Albans campuses as assigned/needed.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include, but are not limited to the following: Initiates formal requests for filling vacancies, conducting interviews, making selection of applicants, orienting new employees, effecting reassignments, and conducting informal training of staff as requested by the Chief. Approves leave for all staff assigned including vacation schedules, handles complaints, conducts corrective interviews with employees, and initiates disciplinary actions when necessary. Establishes performance standards and prepares formal evaluations of employee performance. Responsible for keeping employees informed about policies, procedures, and goals of the department and medical center as they relate to the work. Assists and informs the Engineering Chief on administrative policies, resource utilization and workload projections within Engineering programs. Prepares and assists in the initiation or revision of administrative policies in the engineering sections. Coordinates and provides routine support to include analysis of data, report preparation, correspondence, event planning, special projects that may be complex in nature, and committee work as assigned. Develops healthcare planning strategies with input from clinical and administrative services and assesses facility priorities in order to meet the needs of the Veteran population. Provides technical assistance for the planning, organization, development, and coordination of the Medical Center's capital improvements Strategic Plan. Sets up, participates and leads conferences within the Engineering Department in Brooklyn, St. Albans, and Manhattan. Documents needs and requirements, work functions, detailed data relating to equipment, utilities, and other special needs, provides gross and net square footage analyses by organization, by division, and by function. Engages senior leadership in all aspects of facility space planning and in the development of goals, objectives, and performance measures. Advises senior management officials of program defects and of required actions to bring into compliance. Provides the customer with consistent information according to established policies and procedures. Performs other related duties as assigned. Qualifications

To qualify for this position you must meet one of the following: SPECIALIZED EXPERIENCE: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills and abilities necessary to perform the duties of an Administrative Officer GS-11. Specialized experience is providing administrative support in an engineering service, facilities management or other organization that provides space planning, renovations, leasing and/or construction services; applying the knowledge of administrative laws, regulations, and policies; providing personnel management services; overseeing contract and procurement work; assembling budget forecasts and managing funds; and formulating administrative directives and procedures. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR EDUCATION SUBSTITUTION: Successful completion three (3) full years of progressively higher level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. This education must have been obtained at an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. OR COMBINATION: Equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements and Work Environment: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
