Duties
Provides expert guidance and technical support to IT specialists regarding the requirements analysis, design, programming, testing, and implementation.
Monitors database performance, file organization and structure, file management, mass storage management, backup and recovery of data, and data systems security.
Interacts and works closely with IT specialists in a team environment and integrates the work of others to ensure project completion.
Researches specific IT topics to evaluate alternatives. Ingrates and uses the respective IT knowledge in the formulation of plans that meet operational objectives.
The incumbent is involved in all stages of data management systems projects requiring an unusual depth of analysis of systems software and IT hardware.

Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience as a Database Administrator (DBA) in an Oracle database with APEX; providing development, implementation, operation, and system modification expertise of an organization's major automation information systems and software; experience using Oracle database PL/SQL and SQL programming languages to analyze causes of failure and to identify and implement appropriate changes; participating in system requirement reviews and testing. Special focus on supporting development, test, and production Oracle APEX low code platform.
