About the Position: This position serves as a Procurement Analyst for the US Army Medical Command, Health care Acquisition Activity, Medical Readiness Contracting Office-West. The incumbent is a primary policy and regulatory authority for the command, to include conducting mandatory compliance reviews for medical supplies and services support activities.
Duties
Analyze procurement programs within operating procedures.
Research contracting data to improve contract actions.
Assist customers with the development of procurement packages.
Assist in training of employees on acquisition education.
Conduct contract reviews in accordance with regulations and policies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes administering procurement programs to meet command mission; reviewing complex and non-complex contracts for procurement of service contracts; analyzing procurement issues to take corrective action; researching and/or interpreting policies related to contracting and/or acquisition; extracts data derived from multiple sources to prepare monthly, quarterly or annual reports; assisting internal and external customers with the development procurement packages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
