Duties
You will advise and formulate budgets and cost estimates to support plans, programs, and activities.
You will present and defend budget estimates before authorities, review and evaluate budget requests, control, and report on obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
Requirements

- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Current employees have two years from the date they are notified by management to achieve the certification. Employees newly appointed to this position have two years from the date of appointment to achieve the certification.
- The incumbent manages the DTS Tier II Help Desk as set forth in DODFMR Vol 9, JTR, and MCO 4650.39A.

Qualifications
GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifies and/or advises on alternate methods and solutions for travel program issues within established regulations and local policies; 2) Manages program actions ranging from software use, entitlements, policy issues, transaction problems, and payment problems; 3) Utilizes various systems to manage and maintain an array of travel related transactions; 4) Performs financial management actions to include reconciling and certifying invoices for payment, perform audits, and pulling various reports.
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performs, advises, and provides day-to-day actions to ensure travel processes are focused on customer service, budget, cost estimates and expenditures; 2) Process, certifies and approves vouchers and invoices to include reconciling travel expenses; 3) Provides guidance and assistance to users, travelers, approving officials with travel matters and various systems; 4) Applies and adheres to the policies and procedures applicable to financial management operations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09: master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-07: 1 full year of graduate level education
or
superior academic achievement
