Duties

You will perform or advise on work in any of the phases or systems of budget administration, such as formulation of budget and cost estimates to support plans, programs, and activities. You will implement legal and regulatory controls over approved budgets. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will perform a variety of resource evaluation and analysis reviews to include conducting vulnerability risk assessments, control testing and analysis, identification of deficiencies and recommendations for corrective action. You will provide advise on effective and efficient methods for the acquisition and execution of funds to support the organizations programs and activities.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.
  • This position is designated NONCRITICAL SENSITIVE/INFORMATION TECHNOLOGY (IT) II.

Qualifications

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing a variety of analytical, technical, and administrative work in any of the phases or systems of budget administration (e.g. formulating budget and cost estimates to support plans, programs, and activities; presenting and defending budget estimates before authorities; reviewing and evaluating budget requests; control, and reporting of obligations and expenditures; and developing, determining, and interpreting budgetary policies and practices). GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assist in performing a variety of analytical, technical, and administrative work in any of the phases or systems of budget administration ( e.g. formulating budget and cost estimates to support plans, programs, and activities; presenting and defending budget estimates before authorities; reviewing and evaluating budget requests; control, and reporting of obligations and expenditures; and developing, determining, and interpreting budgetary policies and practices). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience

GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

GS-09:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
