This position is located in the Deputy to the Chairman & Chief Operating Office, Human Resources Branch of the Federal Deposit Insurance Corporation and advises senior management officials and agency HR professionals on the intricacies of position classification as well as best practices in classification and position management.  Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement.

Duties

Provides technical guidance on implementing and administering the position classification program. Ensures FDIC-wide position classification accuracy and consistency in interpreting and applying classification Standards. Performs audits and prepares classification appeal decisions and analyses and provides comments on major reorganization proposals. Develops agency-wide policies, standard operating procedures, internal controls, and guidance for supervisors, managers and employees related to classification and position management. Reviews and comments on new or revised classification standards and ensures that new standards or job evaluation guidelines are implemented and consistently applied. Provides program management support to ensure missions and visions are communicated to the team. Coordinates the distribution and balance workload while coaching the team in problem solving methods and technologies. Participates in special projects or studies of considerable scope and depth critical to the resolution of operational issues and programs. Collaborates with management in employing change management processes and techniques such as strategic planning and workforce development. Recommends changes in processes or systems and participates in the development of new processes and systems to monitor and evaluate Classification programs area.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service.  Specialized experience is experience conducting the full range of position classification, position management and position audit duties; advising and consulting staff and/or management on resolving higher grade level classifications, desk audits and position reviews affecting multiple employees, and desk audit appeals; and preparing classification appeal decisions, analysis of major organization proposals and implementation of new standards or job evaluation guidelines.
