About the Position: Serves as the staff advisor and principal assistant to the ULA Director, Deputy Director and management on matters pertaining to the Civilian workforce management. Serves as the primary liaison between the ULA and the servicing Civilian Personnel Advisory Center (CPAC) and USACE Human Resources Strategic Advisor. You will be responsible for the coordination and submission of personnel functions to include classification, position management, etc.

Duties

Works closely with the Civilian Personnel Advisory Center (CPAC) in implementing personnel and position actions and assures adequate justification is provided, and research. Makes recommendations to resolve issues and problems in areas such as position management, position classification, and staffing. Coordinates personnel actions with supervisors and managers, including, initiating, monitoring and tracking personnel action requests. Monitors actions in progress and provides status information to management when requested. Provides advice and guidance to Center management and conducts necessary staff work to ensure full coordination and approval Serves as primary liaison between management and CPAC for all Logistics Management Agency Center classification and position management actions.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This is a developmental position and may be filled at either grade level GS-09 or GS-11. If selected at the GS-09 level the target level for this assignment is a GS-11. The grade level selected will be based upon your qualifications and responses to the questionnaire. Assignments at the GS-09 level will become progressively more difficult and will be under closer than normal supervision until the full performance level is reached. Non-Competitive promotion to the target job may be effected provided you are sufficiently experienced; meet all necessary qualification requirements for promotion to the target job; and is performing the full scope of the major duties. GS-09 - Specialized Experience: One year of specialized experience which includes providing 1) support to managers and supervisors on all civilian personnel recruitment actions; AND 2) reviewing civilian recruitment information and data to assure that it is accurate, objective, complete, and usable in accordance with policy and regulations; AND 3) initiating electronic request for civilian personnel actions to recruit, promote, transfer, or reassign personnel; AND 4)tracking the status of recruitment actions and keeping supervisors and/or the Human Resources office informed as required. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources Management, or a similar field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-07. GS-11 - Specialized Experience: One year of specialized experience which includes the ability to 1) Initiate Personnel actions through an automated system to generate a variety of personnel request. AND 2) reviewing civilian recruitment information and data to assure that it is accurate, objective, complete, and usable in accordance with policy and regulations; And 3) Utilize a Computer System to track personnel actions and run a variety of reports AND 4) Advise Management on Personnel issues such as (status of actions, Position Description, Classification etc). AND 5) Interpret Regulations and Policies to advise management on Personnel issues AND 6) fact finding on unusual proposed civilian personnel recruitment actions.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources Management, or a similar field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
