The San Diego VA Medical Center is seeking a Medical Instrument Technician, Electroencephalograph (EEG). The incumbent's position is that of clinical neurophysiology technologist in charge of the neurophysiology laboratory. The EEG Technicians operate the electroencephalograph and other devices such as evoked potential equipment to record the electrical activity of the brain.

Duties
As part of the VA's Epilepsy Center of Excellence (ECoE) goal, the San Diego, Medical Center's EEG Technicians in Neurology Service, provide care to all veterans with epilepsy and other seizure disorders through the integration of clinical care, research, and education. The EEG Technician educates the veterans and other staff members on high quality of epilepsy care, provides health professional education and training, utilizes national VA and other databases in order to inform providers about health care delivery, and conducts state-of-the-art research about epilepsy.
Major Duties are below but not limited to:
The incumbent ensures all requested neurophysiology tests are performed promptly and accurately. The incumbent will provide routine quality tests and will assist the Physicians in developing new tests or special modifications necessary for a particular patient. Neurology Service will ensure quality patient care.
The incumbent is responsible to obtain all neurophysiology laboratory supplies and to assure they are used in a cost effective manner.
Incumbent is responsible for collecting and evaluating all statistical data for the Neurophysiology Lab for preparation of Quarterly Reporting Requirements and for the filing, storage and retrieval systems for all EEGs and EPs.
The incumbent will perform the following tests: Electroencephalograms. Performs advanced testing methods for the evaluation of epilepsy by EEG and video monitoring. This test requires the application of electrodes on the head and recording. The technician continually monitors the record and designs montages which most appropriately display any abnormality present and minimize artifact, including Video EEG monitoring and extended EEG (4 or more hours of continuous monitoring). Complex procedures are performed 25% of the time. An understanding of electronics and neurologic diseases is required. Sensory Evoked Cerebral Studies. Visual, tactile and painful or auditory stimuli cause cerebral evoked potentials (sensory evoked potentials, and motor evoked potentials), which can be recorded with the help of a computer of average transients. The technologist must be familiar with computers of average transients and trained to recognize artifacts which may be confused with cerebral potentials. Recording of Spontaneous and Stimulus-Induced Eye Movements. Electrodes around the patient's eyes record spontaneous eye movements and movement induced by stimulation of the semicircular canals. Direction, duration and amplitude of eye movements are measured. Supplies and Environment. Incumbent will keep all equipment and supplies needed for any of the above tests clean and in good working order. Will constantly clean and make orderly the equipment and the rooms used for testing to assure safe and accurate tests are performed on patient. Data analysis: Technical interpretation of Neurophysiological data. As many of these tests (e.g., EEG and evoked potential studies) may be done at a time when the physician interpreter is not present, it is essential that the technologist have skill in preliminary technical interpretation of the tests. In this manner the many artifacts which interfere with interpretation of the records produced can be minimized and the quality of information produced enhanced. The technologist performs top quality work both by example and instruction. As the incumbent demonstrates skill in interpretation of test, additional interpretative duties may be assigned. At minimum interpretive skills in EEG will be adequate to assure quality routine test records and skill at designing special procedures, (e.g. special EEG montages) to delineate abnormalities well on the first patient visit to the neurophysiology laboratory. Results of some of the above outline studies require statistical analysis including means, modes, standard deviations and calculations of trends. These statistical evaluations will be done by the incumbent. Collaborates in a team oriented, customer-driven, professional environment. The incumbent is in charge of the neurophysiology laboratory of the Neurology Service, VA Medical Center, San Diego. The duties of the incumbent are subdivided into groups. The EEG technician operates the electroencephalogram and other devices such as evoked potential equipment to record the electrical activity of the brain.

Basic Requirements:

English Language Proficiency: Medical Instrument Technicians must be proficient in spoken and written English.
Education: There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels.
Licensure or Certification. Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For all specialties identified in this standard, Basic and Advanced Cardiac Life Support certifications are desirable (but not required).
Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 Hybrid qualification standards. Some of these provisions may not apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation. Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Grade Determinations: In addition to the core competencies defined at the GS-8 full performance level, positions at this grade may be lead, supervisory, or non-supervisory with specialized advanced knowledge and assignments.
Medical Instrument Technician (Electroencephalograph), GS-09
Experience. At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):
Demonstrated Knowledge, Skills, and Abilities. KSAs 1, 2, and 3 are appropriate for all positions at this level. KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment.
1. Knowledge of the more complex examination and treatment procedures and techniques in order to provide training and supervision in these procedures.
*2. Knowledge of JCAHO and other regulatory requirements.
3. Ability to communicate effectively and professionally with employees at varying grade levels.
*4. Ability to manage and supervise employees.
*5. Ability to provide, or provide for, staff development and training.
Certification. Registration by the American Board of Registration of EEG, CNIM &EP Technologists (ABRET) or the American Association of Electrodiagnostic Technologists (AEET) is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time.

Preferred Experience:
Certified by the American Board of Registration of EEG, CNIM &EP Technologists (ABRET) or American Association of Electrodiagnostic Technologists (AEET) is highly desirable.
Three years of experience as Neurodiagnostic (EEG) Technologist.
Associates degree in related field or graduate of an accredited electroencephalographic technology program or equivalent formal training.
The full performance level of this vacancy is GS-9.
Physical Requirements: Light lifting, under 15 lbs., moderate carrying, 15-44 lbs., reaching above shoulder, use of fingers, standing 4-6 hours; hearing, aid permitted. Duties require extensive use of fingers to perform keyboarding and the ability to hear requests by phone and in person. Version must be adequate to read and prepare documents.
