The primary purpose of this position is to manage all VTS and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness.
Duties
Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Manages demand against available resources to increase access to medical care through the Medical Centers organic transportation resources. VTS also collaborates with service providers in local communities to serve Veterans' transportation needs. Orchestrates travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes. The staff adjudicates mileage, lodging, meals, common carrier, SMT reimbursement requests, determines eligibility and processes payments for eligible Veterans in support of costs incurred while traveling to and from VA health care facilities. The incumbent manages the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty servicemembers, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemotherapy, radiation therapy, etc.). Provides personnel management and administrative support for the Veteran Transportation Program. Manages the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center Associate Director, Medical Center Chief Financial Officer and CBO VTP Program Staff, as appropriate, including critical budget areas and all Transportation program matters. The incumbent analyzes and evaluates on a quantitative and qualitative basis the effectiveness of programs or operations in meeting established goals and objectives. The Mobility Manager assures that VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the Medical Center's patient transportation program are met. The incumbent functions with a high degree of independence, requiring initiative, integrity, creative problem-solving skills and administrative/program management skills. Operating according to Medical Center and VHA policy, the incumbent manages the VTS/BT Program at the VA Medical Center. Incumbent performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes and evaluates employees' performance. Performs other related duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Qualifications: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

General Experience (for GS-5 positions): Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.
Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manage the technical and financial aspects of mileage reimbursement claims; Manages transportation contracts to include common carrier, special mode, ambulance and air ambulance; Oversee the scheduling of routine, urgent and emergent transportation for individuals; Formulate and oversee resource allocation duties for the department.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (Transcripts required).

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
