The Business Management Service is seeking a full-time Supervisory Mobility Transportation Specialist at the VA Medical Center in Birmingham, Alabama.
Duties
The primary purpose of this position is to manage all VTS and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness.
The duties may include but are not limited to the following:
Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area.
Local administrator of the Vet Ride System and is responsible of granting certain delegated access rights to facility staff.
Orchestrates travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes.
Manages the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty servicemembers, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemotherapy, radiation therapy, etc.).
Completing the Needs, Resources and Stakeholders Assessment in collaboration with the other services represented on the VTP Board of Directors, as well as Veterans and community stakeholders.
Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management.
Possesses and maintains knowledge of and collaborative relationships with United We Ride, State Departments of Transportation, Community Transit providers, Veterans Service Organizations, State Veteran Agencies, County Veteran Service Agencies and other various groups and organizations, such as stakeholders, other hospitals, universities, public health officials and organizations, volunteer work groups, news media and the community at large.
Provides consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative (VTCLI) grants managed by the Federal Transportation Agency.
Responsible for the operation of the Medical Center's Veteran Transportation Program and acts as a senior advisor to Medical Center Executive staff.
Provides analysis and development of the VTP policy, participates in pilot programs (homeless support, program technologies, etc.) and researches transportation alternatives.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Undergraduate and Graduate Education:Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-depth administrative knowledge of complex managerial skills to support transportation for Veterans with medical and mental health needs; Knowledge of scheduling transports for routine, urgent and emergent transportation using transportation software; Knowledge of Fund Control Point management, inter service collaboration, community resource development with internal and external coordination; Knowledge of developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures, manpower utilization, distribution of work assignment, delegation of authority, and management controls; Knowledge of how to develop budgets and management of the transportation budget yearly.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. An equivalent combination of successfully completed graduate level education (in excess of the two years or 36 semester hours) and specialized experience to meet total experience requirements..

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
