This position is part of the National Nuclear Security Administration (NNSA), Office of the Adminstrator for Management and Budget (NA-MB), Employment and Workforce Planning Division (NA-MB-18). A successful candidate in this position will serve as Human Resources Specialist (HR Strategic Advisor), providing extensive HR knowledge and expert understanding of federal human capital management and NNSA DEMO Project policies, principles, laws, and regulations to perform Human Resources tasks.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, NQ-02, GS-12. Specialized experience for this position is defined as: Advising senior level management on human resources areas of focus. Examples of Specialized Experience: Applicants Must Meet ALL Specialized Experience Requirements Listed Below 1. Experience serving as a recognized authority advising managers, other human resources professionals, and employees on Title 5 federal civilian staffing and placement regulations, policies, and flexibilities. (This should include delegated examining, merit promotion, direct hiring authorities, and noncompetitive hiring options for both competitive service and excepted service.) 2. Applies knowledge and expert understanding of federal human capital management and NNSA DEMO/EXCEPTED Service Project policies, principles, and laws, regulations, and procedures. 3. Experience leading organizational projects, expedited hiring efforts and analyzing data to produce detailed reports with recommendations to leadership. 4. Providing advisory services, as well as support to key agency personnel. 5. Experience applying an extensive and expert understanding of the full life cycle of staffing and recruitment policies, principles, laws, regulations, and procedures to perform analytical and/or administrative /managementsupport assignments of unusual scope and complexity. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
