Vacancies will be filled in the following specialty areas:
Communications and Liaison (C&L); Planning and Content Development
The following are the duties of this position at the full working level.
*Mastery knowledge of communication channels and applications to effectively reach external audiences, maintain effective working relationships with key high-level internal and external stakeholders, and identify the public interest in and potential effect of Service actions.
*Knowledge of developing and marketing innovative communications programs for the IRS in order to implement public outreach programs.
*In-depth knowledge of dealing with and advising the public sector on communication planning and programs in coordination with all facets of national C&L organizations and other operating divisions to improve customer service and meet the needs of external customers.
*Knowledge of analytical techniques to develop sound recommendations for program improvements in all aspects of major programs in an organizational setting of substantial size and complexity.
*Experience leading a team of diverse individuals working towards common communication goals and objectives.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: IR-04LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the IR-03 grade level in the Federal service. Specialized experience for this position includes:one year of substantive supervisory or program management experience at the IR-03 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
